British WWI Bomb fuze or pistol very rare

Nose fuze or tail pistol for British aerial bomb. Two vanes are intact as is safety pin and instruction plate with printing still visible. Top is marked No. 8 I and dated 8-15. Research on this is unclear even though it is clearly marked and dated 5-18. Empty and inert.
